You should file with your small claims court local to you. You file in person, the government doesn't do the internet or phone calls. It's actually way easier than you think. It's a couple pieces of paper with names and addresses mostly, no evidence or lawyers required. Then if he actually decides to come, which he likely will not, then you take evidence to the judge. There are lots of blogs on how to present a case. The upper limits are usually $5Kish. The defendant is required to come to your location. The only way out for him is to settle with you and then only you can stop the mandatory court appearance. He can hire a lawyer to represent himself for $2-5K at least, but likely won't.

I don't know how the collection exactly works, haven't done that part. I believe you take the court order in hand and hire a company who takes a fee and legally takes the money from his bank. Anyone else on this?
I spent over a year in small claims over a non related item, (deck cleaning/staining). So it can drag on forever if who you are suing is a total loser. It is very time consuming, lots of court trips. The $500 deck gig finaly ended costing the loser $750, but it took over a year.
 
Did he show? How did he or the court drag it out? Collection?

He never showed and then there are multiple steps with allowed time lines you have to wait for. They can garnish but if the loser has no funds to garnish🤷🏻‍♂️
he never showed in court, even the arrest warrant they do not pursue, he would have to be stopped or found for another reason.
I eventually took the keys and title to his car till he paid. So much to do just to get a little money that’s owed. If he is defiant then you will have a long drawn out ordeal.
