What are these enamel standard issue things?

there are a few of them and they are quite large and made from metal and enamel by looks of things. Looking for any info on these please friends.

Ha! I'd probably buy a couple myself. They are not mine unfortunately, a friend received some and wants to know about them before he sells a few of them

This sticker came in 3 different sizes that I know of. The smallest size came with the shoe. The other two bigger ones...idk.
