Aren’t there scams that involve PayPal G&S also. Somehow seller changes delivery address in system and shipping system will show delivered. Buyer never receives item and when they go to file a claim PayPal agent says system shows delivered (even though they physically never were).

Even an attempt to file a chargeback on credit card doesn’t work because status of being “delivered” overrides chargeback claim.

Yes I have personally seen this happen a couple times. Both times were on international shipments.
