M Frame Alpha PPE?

Anyone know why the M Frame Alpha wasn’t certified as an PPE/the EN166 Standard? Is there something in the design that prevented this?

Got a pair with APEL stamped on the outside and one without that stamp. But i beleive thats for military use approval
