It's definitely Oakley, but I don't think it was one of the aluminum X-Metal styles from the 90s.

Here's a few of mine.

Thr case has a blacken finish, pretty much any kind of aggressive treatment is going to destroy that.
Mine has some small spots of rust on the handles and hinges as well but it adds character. It also doesn't appear to be coming off, so it's staying.

Maybe try some ultra fine steel wool on one of the back panels, like #0000 steel wool. That might be enough to remove the rust without screwing up the underlining finish. If that works, and the hinges, handles and bolts still have some rust, it would still look pretty cool.

I have done a few of these think it was the look they intended so all I did was clean with a gun oil and a dish pad to get the loose off . Pretty good results.

You can also convert it into a square block Oakley case if you can find yourself a “block kit”
