Doublewide 3.1

That looks like your ground wire and it just shouldn't be sticking out like that. If powers off, just just it back up. But that ground wire NEEDS to make contact with the metal frame somehow. I opened my bottom to show you what my green wire is doing. Your ground (green) wire needs to be attached similarly.

Alright, I will have to lift up that panel, how do I do so without breaking something? Do I need to unscrew something at the bottom?
 
My white plexiglass on the bottom is not secured in any way. I just stick something in on the sides to lift it up. I'm hoping yours is the same.
 
Check your cord too. It should be a 3-prong. If you only have two prongs your cord is wrong. Forgot to mention that.

There is one part of it that sticks up more than the rest and I am trying to find something thin enough to fit in the gap the pry it upwards but nothing is working as of yet

You should be able to pry it up with a small flathead screwdriver.
